Yes! There is a deck that comes with a Blue Eyes Ultimate Dragon, but no Blue Eyes Whites in it. How is that possible? Simple...the BEUD is simply a bonus, holofoil card. In all reality, the deck has nothing to do with the BEUD. I bought it, so I know this...and truth be told...it wasn't an actual deck...it was a pack that came with 3 boosters and the BEUD. In either case, this does truly exist, and I bought it myself, which inspired the writing of this particular comic.
